Regardless how well your floor finish has been installed, if the floor is damp, even new build concrete( allow 1mm per day drying time), the risk to the final finish will be at great risk. Make sure the concrete has been tested for moisture by drilling a hygrometer tester in the slab and make sure the flooring can be confidently installed,
