Usually if repairs are not carried out in the concrete can certainly result in a failed decorative floor finish. On this particulat slab, we had issues with numerous cracks in the substrate, which are non-structural, but needed attention so as not to crack the smoothing compound which was to be poured later.
Solution: using Ardex P10 SR, which is a 2 part rapid hardening epoxy, we are able to pour in the substrate crack, allow to hardened after approx 20minutes and hey presto crack repaired.
Using a floor saw we cross jointed the cracks to install metal ‘stiches’ to help prevent movement and remain stable.
Make sure your contractor can do the repairs what you don’t see once the floor finish is installed, as this can be an expensive mistake

Regardless how well your floor finish has been installed, if the floor is damp, even new build concrete( allow 1mm per day drying time), the risk to the final finish will be at great risk. Make sure the concrete has been tested for moisture by drilling a hygrometer tester in the slab and make sure the flooring can be confidently installed,
Ardex DPM 1c, epoxy membrane, easy to apply and once cured, all flooring can be securely installed.
